The complaint alleges that four doctors transmitted fictitious prescriptions to the pharmacy, which billed the Medi-Cal program without filling the prescriptions, Lockyer said.

Most of the prescriptions were for Aricept, an expensive medication commonly prescribed to Alzheimer's patients. An examination of patient files revealed that there was no medical basis for the prescriptions. The complaint also alleges that the ill-gotten gains were laundered through investments in a company that produced a caviar-type product.
