MALIBU - One man was rescued but Coast Guard boats and county lifeguards continued to troll rough waters Friday night, searching for another kayaker reported lost at sea in the afternoon, officials said.

 on Friday announced three programs to allow employees who lost their jobs due to the Sept. 11 attacks to defer or receive discounts on their utility bills.

The programs require Board of Water and Power approval, and one to defer bills requires City Council approval.

Bail $1 million in murder case

A Panorama City man is scheduled to be arraigned Monday after deputies discovered him bloodied and walking up from the ocean at Point Mugu where what appeared to be parts of a woman's body were found, authorities said.

Alfonso Castillo, 37, was arrested on suspicion of murder and is being held in Ventura County Jail lieu of $1 million bail, authorities said.

Dummy grenade left by suspects

SYLMAR - More than 50 residents were evacuated after the discovery of what turned out to be a dummy grenade, apparently left at an apartment complex by suspects fleeing from police, authorities said Friday.

Officers were called Thursday night to the complex in the 13000 block of Dronfield Avenue on a report that suspects were spraying graffiti. Officers found what appeared to be a grenade on a wall.

Market robber remains at large

The suspect entered the store demanding money Thursday night, a store employee told police. The man was seen fleeing through the parking lot.

Hit-run driver sought by police

SUN VALLEY - Los Angeles police were searching Friday for a hit-and-run driver who struck and killed a 71-year-old Sun Valley man trying to cross Laurel Canyon Boulevard Laurel Canyon Boulevard is a major street in the city of Los Angeles, California. It starts off at Polk Street in Sylmar in the northern San Fernando Valley near the junction of the San Diego (Interstate 405) and the Golden State Freeways (Interstate 5). .

Police said Jose Trinidad Manriques was struck by a brown 1986 Nissan just before 6 p.m. Thursday as he and a co-worker walking across the street stopped in a left-turn lane to let traffic pass, police said.

Robber's crime spree mounts

Suspect leads police on chase

A drunk driving suspect led police on a pursuit across the San Fernando Valley before one of the tires went flat on the woman's vehicle, culminating in her arrest early Friday, police said.

Officers tried to pull over the blue mid-1980s Oldsmobile for a traffic violation on Ventura Boulevard when the driver sped into North Hollywood, police said.

Sport fishing is greatly curtailed

LONG BEACH - From San Francisco Bay San Francisco Bay, 50 mi (80 km) long and from 3 to 13 mi (4.8–21 km) wide, W Calif.; entered through the Golden Gate, a strait between two peninsulas.  to the Sierra Nevada to Southern California, the Fish and Game Commission placed limits on sport fishing Friday.

The commission cut red abalone harvesting by more than 40 percent, shortened the season for rockfish rockfish, member of the large family Scorpaenidae (rockfishes and scorpionfishes), carnivorous fish inhabiting all seas and especially abundant in the temperate waters of the Pacific. Rockfishes are found among rocks and reefs.  and banned fishing in sections of some rivers.

The commission reduced take limits for the mollusks from four a day and 100 a year to three a day and 24 a year. Department of Fish and Game staff had recommended allowing just two abalone abalone (ăbəlō`nē), popular name in the United States for a univalve gastropod mollusk of the genus Haliotis, members of which are also called ear shells, or sea ears, as their shape resembles the human ear.  a day and 30 per year, which they estimated would have cut the take by 50 percent.

The commission also reduced the number of surf perch that sport fisherman can haul in from up to 20 fish of various species to just five. The only exception is shiner shiner: see minnow.
