A former movie industry security guard and another man allegedly in possession of custom-made Spider-Man and Batman suits stolen from separate film studios have been arrested, prosecutors said Thursday.

Oren Ben Elkanah, 51, pleaded guilty before U.S. District Judge Edward Rafeedie to one count of mail fraud, one count of conspiracy to evade taxes, and one count of filing a false tax return.

Local needs focus of budget session

Mayor James Hahn said Thursday he plans a conference to give neighborhood council leaders the opportunity to provide input on the budget for the next fiscal year.

The Neighborhood Council Budget Conference will be held Oct. 5 at the Los Angeles Convention Center The Los Angeles Convention Center (abbreviated LACC) is a convention center in downtown Los Angeles. The LACC hosts annual events such as the Greater Los Angeles Auto Show, and was best known to video games fans as host to E3 until its cessation in 2006. , and will include a briefing from Hahn's budget director and several department managers.

``This conference will be your opportunity to communicate the needs and priorities in each of your neighborhoods,'' Hahn wrote in a memo to all neighborhood council leaders.

Hahn also sent a survey to neighborhood council leaders, asking them to rank city services they would like to see prioritized in the next budget.

3 new councils approved for city

 neighborhood councils have been certified, bringing the total citywide to 45, Mayor James Hahn announced Thursday.

The Granada Hills North, Greater Toluca Lake and Valley Village neighborhood councils were all certified by the Board of Neighborhood Commissioners on Tuesday.

Greg Nelson, head of the Department of Neighborhood Empowerment, said he was pleased with the outreach done by the councils to draw different groups of stakeholders into the process.

The councils, created by the City Charter approved in 1999, can play an advisory role on planning decisions and are given authority to spend ``mini-grants'' on local community improvement projects.
