A blood sample shortly after the 26-year-old law student's 4 a.m. arrest July 15 was switched with that of another driver whose blood-alcohol level was more than twice the legal limit of 0.08 percent, Cmdr. Brent Morris said.

The law student, who asked not to be identified because it could hurt her professionally, was suspected of driving with a 0.18 percent level of alcohol in her blood instead of the 0.07 percent confirmed months later.

County may join watershed study

The three-year study will focus on protecting water resources as the region faces an era of enormous development.

Supervisor Kathy Long said the board will be asked to approve the study Tuesday. The Los Angeles County board is expected to act soon, she said.

The study proposes to identify flooding and erosion problems, pinpoint projects that address flood control problems, analyze the benefits and costs of restoring habitat, and determine the effects of projects on historical and archaeological resources.

Jeff Pratt, director of the county Watershed Protection District, said there hasn't been a comprehensive plan for the watershed since 1959. The Army Corps of Engineers' participation could bring a windfall of funding for projects such as flood control, he said.

Housing authority board seat open

MOORPARK - The Moorpark City Council is seeking applicants for a vacancy on the Board of Commissioners to the Area Housing Authority of the county of Ventura.

Applications are being accepted through Feb. 27. They can obtained at City Hall, 799 Moorpark Ave., and on the city's Internet home page at www.ci.moorpark.ca.us.

The Board of Commissioners is responsible for the Area Housing Authority's policies, finances and operations.

The appointment term will end Aug. 31, 2007.
