Group to decide legitimate voters

Leaders of the 34 advisory neighborhood councils in the San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
have formed an alliance that will tackle the thorny issue of who may vote in neighborhood council elections, a group spokeswoman said Wednesday.

The Valley Alliance of Neighborhood Councils will provide support and advice to the growing network of neighborhood councils in the Valley, which are among 63 of the panels set up in Los Angeles under a City Charter reform approved in 1999, said alliance spokeswoman Jill Banks Barad.

Barad, who heads the Sherman Oaks Neighborhood Council, said the alliance is seeking clarity in who may vote in neighborhood council elections. The city opens the elections to any ``stakeholder,'' which some critics say allows illegal aliens and even felons and fugitives to vote for candidates.
