The bill aims to ensure that new teachers receive the appropriate training needed to improve instruction in schools where staff turnover is high, said Roger Salazar, a spokesman for the governor.

Bill would shield school tipsters

SACRAMENTO - Aiming to protect students who report threats of violence to school officials, Gov. Gray Davis has signed legislation that would protect tipsters from being sued for defamation.

Assembly Bill 1717, by Assemblywoman Charlene Zettel, R-Poway, offers protection if the person giving the information is not doing so knowing that it is false.

The measure was prompted by a 1999 Southern California case in which a girl told school authorities she overheard a classmate saying he wanted to kill people. The boy was charged with making terrorist threats. The boy and his parents subsequently sued the girl.
