 voted unanimously Tuesday to build a $1.5 million child-care center at the Van Nuys Civic Center.

The center, which would accommodate 70 children, is expected to open in late 2002. It will serve children of government employees as well as the general public, officials said.

It will be built at the north end of the Civic Center complex between the county Registrar-Recorder's Office and the Van Nuys city library branch.

A recent county study found the Valley needs 20,000 licensed child-care spaces for infants and toddlers and 31,000 for school-age children.

The nonprofit group Trust for Public Land has agreed to buy the 40-acre parcel from Majestic Realty Co. and Union Pacific Railroad Union Pacific Railroad, transportation company chartered (1862) by Congress to build part of the nation's first transcontinental railroad line. Under terms of the Pacific Railroads Act, the Union Pacific was authorized to build a line westward from Omaha, Nebr.  for $30 million.

The trust expects the state to repurchase the property for creation of what would be the first sizable state park in the city.

Officer saves life of Ventura woman

VENTURA - A 53-year-old Ventura woman was listed Tuesday in critical condition after being found floating face-down in the ocean off the Ventura Pier, officials said.

Police Officer Mark Cleavenger, 39, who patrols the beach area, was the first to arrive on the scene Monday morning after a witness alerted authorities.

After stripping off his gear, Cleavenger jumped 20 feet off the pier and swam 100 yards through the cold water, Fenwick said. While Cleavenger tried to revive the woman, Ventura lifeguard Steve White arrived and helped bring her to shore.
