Karl Becker, named officer of the year for his long service to the department and community; Officer Michelle Bertsch, who was given the Chief's Award for her anti-drug education work; and Detective Kathy Shatz, who received the Michael F. The awards luncheon also provided another opportunity for the city to tout its 1999 ranking as the safest city in America with a population of more than 100,000.
