BRIEFLY CELEBRITY ARRESTED IN FORGERY CASE.


A 27-year-old Latino celebrity was being held Thursday in lieu of $3.5 million bail after his arrest on suspicion of forgery and identity theft, authorities said.

Omar Adalberto Arroyo, known in the Hispanic community as Luis Omar, was apprehended in Costa Rica Costa Rica (kŏs`tə rē`kə), officially Republic of Costa Rica, republic (2005 est. pop. 4,016,000), 19,575 sq mi (50,700 sq km), Central America.  two months ago, and was being held in a jail there until he could be extradited to the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. Nearly 150 felony counts related to identity theft and fraud have been filed against Arroyo, authorities said.

Police contend Arroyo targeted Latinos by calling and advising that their child had won free music lessons. The suspect got the parents' credit card and other financial information, and then made numerous unauthorized credit card purchases and used the financial information to commit identity thefts, police said.

A new public beach access will be available in Malibu thanks to Thursday's decision by the State Coastal Conservancy to spend $1.25 million on a vacant beachfront lot.

Flight restrictions sought by Schiff

PASADENA - U.S. Rep. Adam Schiff, D-Pasadena, wants to close a loophole in flight restrictions over the annual Rose Parade that he says allows small planes pulling banners to fly over the parade route.

Dodgers sue firm over flight dispute

The Dodgers on Thursday sued a jet charter company for about $220,000, contending that the firm failed to provide the baseball team with flights for the last two months of the season.

The Dodgers say Ascend Aviation Marketing ``failed, neglected or refused to provide'' an aircraft or flight for road trips from Aug. 17 through Sept. 28, according to the Los Angeles Superior Court lawsuit.

Ascend Aviation, which is incorporated in Florida, could not be reached to comment on the allegations.

The team hired Ascend in January, paying the company more than $1.3 million to charter a Boeing 727-200 jumbo jet for the 2003 season.
