Council members on Monday adopted a resolution supporting an agreement reached in 1996 by the California Air Resources Board California Air Resources Board (CARB) is the "clean air agency" of the state of California in the United States. Established originally in 1967, it is a part of the California Environmental Protection Agency, an organization which reports directly to the California and the seven major U.S. automakers requiring that 10 percent of autos produced in 2003 emit no pollution. A swimmer found the man, who was not immediately identified and appeared to be between the ages of 65 and 70, at 12:55 p.m. lying on a towel with swimming fins nearby, police said.
