BRIEFLY ACCUSER'S DAD LOSES COURT BID.


A judge in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  denied a request Wednesday from the father of Michael Jackson's young accuser to be allowed to see his children.

The father, who has been barred for two years from having contact with the boy and his brother and sister, had requested permission to visit with his son because of rumors the boy is in ill health. He said he also wanted to try to determine if Jackson had molested mo·lest

Young California inmates are often locked in cages as punishment, and those with mental problems are frequently drugged and improperly cared for, a state-funded study says.

The California Youth Authority is supposed to rehabilitate its 4,600 young wards, but instead often focuses on punishment such as isolating offenders in wire cages, two national experts said in a confidential report obtained Wednesday by The Associated Press.

State officials aren't disputing the findings, and Youth and Adult Correctional Agency spokesman Tip Kindel said Gov. Arnold Schwarzenegger's new administration inherited the problems but is trying to fix them ``on a fast track.''

Hahn renews call for local funding

Los Angeles Mayor James Hahn renewed his call Wednesday for help from Sacramento to restore local funding as he defended a proposed 18 percent increase in water rates.

During his monthly ``Ask the Mayor'' radio show on KFWB (980 AM), Hahn said he was encouraged by the reception city officials received Tuesday from California legislators, but was unsure whether any immediate help would be offered.

Benefactor to be honored at CSUN CSUN California State University Northridge

See Board of directors.  voted Wednesday to rename a portion of the library at California State University, Northridge CSUN offers a variety of programs leading to bachelor's degrees in 61 fields and master's degrees in 42 fields. The university has over 150,000 alumni. It's also home to a summer musical theater/theater program known as TADW (TeenAge Drama Workshop) that leads teenagers through an , in honor of the Tseng family.

The west wing of the Oviatt Library was renamed the Tseng Family wing, in honor of the family of Roland Tseng, a Northern California entrepreneur who attended CSUN and donated $38 million in Chinese antiquities to the college last year.

Ex-coach denies molesting player

A former Little League coach pleaded not guilty Wednesday to charges that he molested a boy on his team. Los Angeles police said earlier this month that detectives launched an investigation into David Steven Schwartz, 45, after a man came forward and claimed that, when he was a boy, he played on Schwartz's team and was molested by the coach. Schwartz is free on bail and due back in court in Van Nuys on Feb. 10 for a hearing to determine whether there is enough evidence to require him to stand trial.
