An additional 59 of more than 2,000 screeners at the airport, which has the nation's largest screener work force, will face further background checks.

Lower fines may cut down littering

Councilman Tom LaBonge wants to crack down on littering - by lowering the city fine from $1,000 to $50.

LaBonge said Thursday his motion would encourage more enforcement of existing anti-litter laws. He reasons that police officers may be reluctant to issue citations for such a large amount for littering.

``Amazingly, the city did not issue a single ticket for littering in 2002,'' LaBonge's motion states.

The councilman also called for extending authority to issue citations to civilian employees of the Department of Transportation, Bureau of Sanitation and Bureau of Street Services.

Group gets grant to help veterans

A local organization will receive $1.4 million in federal money over three years to help homeless veterans with mental illness or substance abuse problems, it was announced Thursday.

Housing Secretary Tommy Thompson announced 14 grants totaling $23 million nationwide, which includes money for New Directions Inc. in Los Angeles.

``These grants will provide hope and assistance to people, in Los Angeles and other communities, with severe substance abuse or mental health problems who are at risk for a life of homelessness,'' Thompson said.
