A Van Nuys man convicted of murdering his roommate in a 1990 ransom plot was sentenced Friday to life in prison without possibility of parole.

Blaylock was found guilty March 29 of murder and the special circumstance allegations of lying in wait and murder for financial gain. Baker was taken to the Chatsworth train tunnel and stabbed, and his throat was slashed.

His parents got two anonymous calls demanding $100,000 in exchange for their son. No action was taken on the calls, which came the day of Baker's death and the day after.

 announced the appointment of a special committee Friday to look for ways to meet Mayor Richard Riordan's goal of expanding the police force by 710 officers in the fiscal year beginning July 1.

The council recently approved a budget that expands the Police Department by only 450 officers, citing uncertainties about revenues.

Ferraro said the committee of three council members and two mayoral representatives will evaluate options for funding the Public Safety Plan while keeping in mind the city's fiscal situation.

`Magic School Bus' to visit Valley

WOODLAND HILLS - The ``Magic School Bus,'' a popular children's television cartoon, will come to life today when it makes a stop at CompUSA, 6400 Owensmouth Ave., from 3 to 6 p.m.

Children and their parents will be able to climb aboard the bus to tinker with computer equipment, video games See video game console. , and other wares geared toward children.

The ``Magic School Bus'' is a top-rated children's television show, based on a best-selling book series of the same name. The bus is making the Woodland Hills stop as part of a nationwide tour.

Man accuses police of discrimination

A Latino who said he worked as an informant for the LAPD sued the department Friday, claiming he was subjected to a race-motivated arrest as part of an alleged pattern of discrimination.

Amtrak-DWP deal gets endorsement

A Los Angeles City Council panel recommended agreements Friday that would allow Amtrak Amtrak, the National Railroad Passenger Corp., authorized to operate virtually all intercity passenger railroad routes in the United States. Amtrak was created by Congress in 1970 in response to more than two decades of continuous operating deficits by privately run  to operate the Van Nuys Amtrak/Metrolink station and would have the Department of Water and Power design and build a station entrance and 145-space parking lot at the facility.

The council's Transportation Committee also recommended that the Metropolitan Transit Authority and city allocate $500,000 to develop an expanded park-and-ride lot at the corner of Balboa and Victory boulevards in the San Fernando Valley San Fernando Valley

Council approves electric power plan

The Los Angeles City Council approved an agreement with UCLA on Friday in which the city and university will be able to provide the other with electricity in the event of emergencies.

UCLA has its own power plant that provides the campus with much of its own electricity, according to Pat Bonino of the City Administrative Office.

The 10-year agreement provides for the city Department of Water and Power to provide UCLA with power if they have a problem with their own generator.

``They have agreed to help us out in the event of an emergency such as the Northridge Earthquake,'' Bonino told the council.
