Overall, wider use of custody assistants in the jail would shave about 12.5 percent off the personnel costs of running the high-security, 6,800-bed facility on downtown Los Angeles' northeast side, the jury found. The interim report is the second released by the Los Angeles County grand jury before it completes its annual report in late June. The jury recommends replacing some higher-paid deputies with civilian positions in two phases. In the first, 100 positions could be converted to civilians immediately, saving $1.8 million a year, the report says.
