Tax shift may mean millions for county

In what could turn into a financial windfall for Los Angeles County, a Sonoma County judge has issued a tentative decision that the state must reimburse the county for potentially hundreds of millions of dollars in property taxes shifted from the county to schools.

Los Angeles County Counsel Lloyd Pellman sent a memorandum to county supervisors Thursday informing them that oral arguments in the county's early 1990s lawsuit against the state will be heard Monday. If the tentative decision holds, the matter will be remanded to the Commission on State Mandates to determine the amount to be reimbursed, he said.

Pellman did not say how much Los Angeles County stands to potentially gain, but in fiscal year 1998-99, the total amount of the property tax shift was $3.6 billion statewide, of which $428 million was Los Angeles County money, he said.

Suffering from financial problems in the wake of Proposition 13, the county filed suit against the state in the early 1990s to stop the state from shifting $2.6 billion in local property taxes to schools.
