The high court made no comment in refusing to look at a 1997 decision by U.S. District Court Judge Lourdes Baird, who held that the Burbank-Glendale-Pasadena Airport Authority lacked legal standing to challenge a section of the state public utilities code that Burbank officials claim gives them the right to approve or reject purchases of land to expand the airport.
