BRIEFLY : STATE COURT AFFIRMS AIRPORT PARKING TAX.


The California Supreme Court has rejected efforts by the Burbank-Glendale-Pasadena Airport Authority to appeal a Burbank city law that imposes a 10 percent tax on parking fees at Burbank Airport and other locations in the city.

``This represents a substantial victory for the city,'' said Burbank Mayor Dave Golonski. ``It removes a cloud from about $14 million in tax revenues that the city has held in reserve pending the outcome of this case.''

This is the third time the courts have quickly rejected the Airport Authority's challenges to the transient parking tax.

``It's a real shame that the Glendale and Pasadena city councils have allowed their commissioners to waste the commission's money and Burbank taxpayer's money on such a frivolous Of minimal importance; legally worthless.

A frivolous suit is one without any legal merit. In some cases, such an action might be brought in bad faith for the purpose of harrassing the defendant.

The transient parking tax was enacted by the Burbank City Council in December 1995 and then reaffirmed by Burbank voters, who approved it in the April 1997 election. Since the city started collecting the tax in January 1996, it has received $4.1 million from parking facilities. The city has not spent any of the money pending the outcome of the lawsuit. Burbank is expected to collect about $1.5 million annually from the tax.

Chinese-American group to hold feast

L.A. panel endorses ban on eating horse

The board of the Los Angeles Animal Services Commission has voted to endorse California Proposition 6, the initiative to ban the slaughter of horses for human consumption.

Under state law, companion animals including dogs, cats and many birds, may not be killed for human consumption. Prop. 6 would add horses to that list and also ban the export of horses for consumption overseas.
