BRIEFLY : STATE COULD ACQUIRE CAPRA ESTATE LAND.

SANTA MONICA MOUNTAINS The Santa Monica Mountains are a low transverse range in southern California in the United States. Geography
They run for approximately 40 mi (64 km) east-west from the Hollywood Hills in Los Angeles to Point Mugu in Ventura County.
 - A bill being considered by the Legislature would allow the state to acquire a piece of the Backbone Trail owned by the late director Frank Capra to forgive his tax debts.

The Appropriations Committee In the United States government, the Appropriations Committee can refer to either:
  • the United States House Committee on Appropriations
  • the United States Senate Committee on Appropriations
last week approved the debt-for-land swap that would put the land along the 70-mile trail into the public domain.

Capra, who directed such classics as ``It's a Wonderful Life,'' owed the state $1.2 million when he died in 1991.

The bill, SB 1155 by Assemblywoman Sheila Kuehl, D-Encino, must still be approved by the Senate and Assembly and signed by the governor. The governor's Finance Department has already indicated the state could earn more money by selling the land.

Kuehl said the property, east of State Route 23, has priceless environmental value. The property is on the hiking trail that federal and state parks officials hope eventually will wind uninterrupted from Will Rogers State Historic Park Will Rogers State Historic Park is the former estate of American humorist Will Rogers. It lies in the Santa Monica mountains in Los Angeles, in the Pacific Palisades area.  in Los Angeles County to Point Mugu State Park Point Mugu State Park is a large park located in the Santa Monica Mountains National Recreation Area in Southern California. It is in the Western Santa Monica Mountains. The park can be accessed from the north in the Satwiwa Native American Indian Culture Center and from the south  in Ventura County.

``If this property doesn't come into public ownership, the Backbone Trail never gets completed,'' said Syrus Devers, an aide to Kuehl.
