 continued its review of the document to a special hearing to be held Monday.

City officials said that after hearing public testimony and discussing the proposed agreement at a meeting this week, the panel requested an additional report before making its decision.

The report is expected to outline how negotiators arrived at the amounts the developer would pay to the city if the plan is approved.

The commission scheduled the special meeting because the council had asked to be given the document by its June 17 meeting.

Preliminary budget gets OK from board

VENTURA - The Board of Supervisors gave preliminary approval Tuesday to a fiscal 1998-99 budget of $917.5 million, including $563.3 million for the general fund.

The proposal calls for spending increases over current levels.

It includes what Supervisor Judy Mikels called a critical $5 million to boost reserves to $23 million.

Budget makers said plentiful reserves earn the county good credit for bond sales, which make lower-interest loans possible. Each department head will discuss his or her proposal with supervisors at 9 a.m. today, Thursday and Friday.

The final budget is expected to be passed before the beginning of the next fiscal year, which is July 1.

OXNARD - A 15-year-old boy was released from Ventura County Medical Center Ventura County Medical Center is a hospital in the city of Ventura, California, USA. It is a 208 bed acute care hospital. The county also operates a 49 bed campus in Santa Paula.  on Tuesday after suffering two gunshot wounds to his upper body the previous night in a drive-by shooting.

Police said the youth, whom they would not identify because he is a juvenile, was visiting a relative's home in the 5400 block of Cypress Road when two men drove up at about 9:30 p.m., shouted gang slogans and opened fire at the teen-ager.

Detective Trent Jewell of the Oxnard Police Department said the men were in a blue Chevy Astro and fled toward Pleasant Valley Road. Investigators said the shots were aimed at the teen-ager, rather than anyone else at the house, but the victim had been selected at random.
