The commission scheduled the special meeting because the council had asked to be given the document by its June 17 meeting. - Daily News Preliminary budget gets OK from board VENTURA - The Board of Supervisors gave preliminary approval Tuesday to a fiscal 1998-99 budget of $917.5 million, including $563.3 million for the general fund. The proposal calls for spending increases over current levels. It includes what Supervisor Judy Mikels called a critical $5 million to boost reserves to $23 million. Budget makers said plentiful reserves earn the county good credit for bond sales, which make lower-interest loans possible. Each department head will discuss his or her proposal with supervisors at 9 a.m. today, Thursday and Friday.
