BRIEFLY : SIMI COUNCIL ASKED TO EYE HILLSIDE PLAN.

SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  - Facing opposition to a proposed amendment to the city's Hillside Performance Standards ordinance, the mayor has asked that the City Council review the plan before it proceeds any further.

The plan would allow apartments and condominiums to be built on the hillsides, a proposal that has been opposed over the past few weeks by all four Neighborhood Councils, which serve as advisory groups to the City Council.

Mayor Bill Davis said that given the opposition, he'd like the council to weigh in on whether the plan should be sent to the Planning Commission as had been planned, or discarded.

``Why beat a dead horse?'' he said Tuesday. ``Why spend the time and effort if we don't believe it's going to be viable?''

The Planning Commission had been scheduled to hear the proposal at its Aug. 4 meeting, but the council is likely to discuss taking the issue any further in July.
