BRIEFLY : SEX, MONEY SCAM ARTIST SEEN IN VALLEY.


Authorities are seeking a man seen recently in Sherman Oaks who is suspected of tricking women around the country for decades into having sex or giving him money.

Richard Alan Minsky is believed to have victimized six Southland women since June 26 through various cons, said police Detective John Metcalf John Metcalf can refer to:

Minsky typically telephones his target and, impersonating a relative or friend, says in an excited whisper that he has been arrested in a hit-and-run incident. Then he pretends to be an attorney and advises the women to meet with the ``victim'' and give him sex or money to keep him from going to police.

Metcalf said Minsky was last seen Nov. 13 at the Radisson Valley Center Hotel.

Valley Fair move set for public hearing

A public hearing is scheduled today on the feasibility of moving the Valley Fair from the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Equestrian Center to the Hansen Dam Hansen Dam in Los Angeles County, California was built by the U.S. Army Corps of Engineers, Los Angeles District in 1939 and 1940. The project is located near the northern edge of the San Fernando Valley on Tujunga Wash, about one mile below the confluence of the Big Tujunga Wash  Equestrian Center in Lake View Terrace.

The equestrian center is one of several sites being considered as a permanent location for the fair. The chosen site would be named the Valley Fairgrounds n. pl. 1. same as fairground.  and would host a two-week fair and additional events throughout the year.

The hearing begins at 1 p.m. at the Hansen Dam Equestrian Center, 11127 Orcas Ave., Lake View Terrace.

City recycling unit earns state award

 unit charged with slashing the amount of construction debris going to landfills and encouraging recycling won a state award for its efforts, a spokesman said Thursday.

The division won the award for work that has included diverting from landfills 1.6 million tons of debris from the Northridge Earthquake and demolition work to make way for the $350 million Staples Center, which has resulted in the recycling of 495 tons of scrap metal, French said.

Since 1992, the city recycling division, which is part of the Bureau of Sanitation, has held seminars, distributed information and given advice on recycling construction waste, said French.

The Trash Cutters Award recognizes outstanding achievements in construction and debris recycling, French said.

Popular center to be conservancy office

Money from the conservancy and the county was used to buy the center.

The officials were joined by Joe Edmiston of the Santa Monica Mountains Conservancy, who negotiated the deal to preserve the center at 570 W. Ave. 26.

Actors protest plan to merge 2 unions

Led by Charlton Heston, hundreds of actors Thursday protested a proposed merger between the Screen Actors Guild and the American Federation of Television and Radio Artists The American Federation of Television and Radio Artists (AFTRA) is a performers' union that represents a wide variety of talent, including actors in radio and television, as well as radio and television announcers and newspersons, singers and recording artists (both royalty .

The actors, picketing SAG's Wilshire Boulevard headquarters, said the two groups have different interests.

AFTRA AFTRA American Federation of Television & Radio Artists  members ``are good people and they do important work,'' said Heston, a former SAG president. ``It's just different work.''

AFTRA represents fewer than 30,000 mostly television broadcasters and cartoon voice artists. SAG represents more than 90,000 screen actors.

Proponents say the merger would give both sides more bargaining clout.

 bus purchase approved by board

The Metropolitan Transportation Authority board Thursday approved buying 223 buses from a Minnesota-based company for about $80.5 million.

The New Flyer of America buses will be equipped with security cameras aimed at deterring crime. About 300 of the MTA's 2,000-plus bus fleet now have the feature.

About 40 buses a month are expected to begin arriving in August 2000. If federal officials approve ``low floors'' on the New Flyer order, the buses will be built as such, making it easier for the elderly and disabled to board.
