Both died Monday after Steven Allen Abrams, 39, of Santa Ana, rammed his 1967 Cadillac into the crowded playground of a Costa Mesa preschool, police said.

Abrams is being held without bail pending a May 21 arraignment A criminal proceeding at which the defendant is officially called before a court of competent jurisdiction, informed of the offense charged in the complaint, information, indictment, or other charging document, and asked to enter a plea of guilty, not guilty, or as otherwise permitted . He faces two counts of murder, seven counts of attempted murder and a special circumstance filing that could make him eligible for the death penalty.

The shooting occurred at 3107 S. Canfield Ave. about 4:30 p.m., said Jim Wells of the Los Angeles Fire Department The Los Angeles Fire Department (LAFD), also known as the Los Angeles City Fire Department to distinguish it from the Los Angeles County Fire Department. City adds welfare job plan to county's

After nearly a year of planning, the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  on Friday approved its own welfare-to-work program to run in conjunction with the county system.

The program is underwritten with $60 million in federal money and is aimed at training some of the thousands of unemployed in the county's system for permanent jobs that pay a ``living wage,'' as defined by city ordinance.

The program will be run by the Community Development Department, and a 20-member task force will act as a watchdog and report to the council on the effectiveness of the effort.

Official asks release for inmate mothers

With Mother's Day just two days away, a Santa Monica legislator led a rally Friday urging alternatives to prison and more lenient sentences for moms convicted of nonviolent crimes.

The Mothers in Prison, Children in Crisis rally was held outside the Kenneth Hahn Hall of Administration. Similar events are planned in 24 U.S. cities.

``There are no benefits of incarceration Confinement in a jail or prison; imprisonment.

Police officers and other law enforcement officers are authorized by federal, state, and local lawmakers to arrest and confine persons suspected of crimes. The judicial system is authorized to confine persons convicted of crimes.
,'' Assemblywoman Sheila Kuehl, D-Encino, told the crowd. ``There are enormous social costs, however.''

About 80,000 women are in prison nationwide, she said, and 70 percent are in for nonviolent crimes. ``Seventy-five percent of those women have children, and so the impact on those children's lives . . . is very strong, very negative and makes them very needy.''
