Canoga Park crash kills woman, 34

Pedestrian killed on 101 freeway

A pedestrian was killed on the 101 freeway near Vineland Avenue Monday night, and nearby firefighters rescued a woman whose car plunged into the Tujunga Wash Tujunga Wash is a stream in Los Angeles County, California. Use of restraining chair banned at jail

A federal judge has issued an order temporarily banning the Ventura County Jail from strapping inmates to a restraining chair.

A preliminary injunction is regarded as extraordinary relief.
 Nov. 15 in response to a request from four men who claim their detainment in the chair violated their Eighth Amendment guarantees from cruel and unusual punishment Such punishment as would amount to torture or barbarity, any cruel and degrading punishment not known to the Common Law, or any fine, penalty, confinement, or treatment that is so disproportionate to the offense as to shock the moral sense of the community. .

Jail documents showed that in an 18-month period nearly 400 people had been detained in the Pro-Straint chair, said Sonia Mercado, co-counsel for the four men.

The jail has stopped using the restraining chair since the court order, said Sgt. Jeff Allaire, watch commander at the jail.
