 looks to set up sidewalk pay toilets

It won't make the subway system flush with cash, but the much-maligned and financially strapped Metropolitan Transportation Authority could be getting its first pay toilets.

A 1974 state law bans pay toilets, but the MTA is seeking a legal opinion as to whether the law applies to sidewalks as well as to public buildings.

The MTA's proposal is a joint venture of Omni Outdoor and Strategic Technologies International, which would install the toilets in exchange for permission to post advertising on MTA-owned property.

The MTA expected to make $3.9 million over 10 years as its share of advertising revenues.

Mayor's restaurant called victim of bias

The assistant manager of Mayor Richard Riordan's downtown restaurant, which got low marks from health officials, said Saturday the eatery is being held to a higher standard because of its high-profile boss.

In a recent inspection, the county Department of Health Services Department of Health Services may refer to:

 gave The Original Pantry Cafe a score of 64 out of a possible 100 points.

But Porter Wells, an assistant manager at the restaurant at 877 S. Figueroa St., said the rating does not reflect the restaurant's quality. He said The Pantry has made numerous improvements since November, when it was closed for a day for health and safety violations.

``We already spent thousands rebuilding,'' said Wells, who has worked at the restaurant for 33 years. ``The health department changed their rules in the middle of the game.

``They want us to get new floors. You could eat off our floors.''

The sign posted in a window says: ``This establishment has received an inspection score of 64 based on the scoring method set forth in . . . the Los Angeles County Code.''

A score of 90-100 rates an A, 80-89 is a B and 72-79 is a C. A score lower than 72 does not get a grade.

The restaurant received the score a few weeks ago but has not had to close, according to Wells. The restaurant is getting contractor bids for the floors, he said.
