County courts get emergency loan

The state has given the Los Angeles County court system $41 million in emergency money to avert a budget shortfall caused by changes in the way court funds are distributed.

The courts have been in financial jams almost annually during the 1990s because of budget constraints, but this year's problem stems from implementing the state's Trial Court Funding Act, which went into effect in January.

The act made accounting the state's responsibility instead of the counties. The law was intended to provide funding stability for the courts.

Los Angeles County wasn't scheduled to receive its next check until July 15 and before Thursday, didn't have enough money to meet Monday's payroll.
