A federal judge refused Tuesday to grant a motion by Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  ordering the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  to revise a ballot summary for a charter reform initiative on the April 8 ballot.

Attorneys for the mayor had filed papers arguing the ballot summary was inaccurate and biased against the initiative, but U.S. District Court Judge Mariana Pfaelzer Mariana Pfaelzer is a U.S. District Court Judge in the Ninth Circuit. She is probably best remembered for her role in striking down California's Proposition 187, which would have denied services to illegal aliens.  decided that the issue was not within her jurisdiction to decide.

Jonathan Gluck, an attorney for the initiative backers, said his clients will be consulted about whether to pursue their claim elsewhere.

Woman recants rape accusation

A woman who accused her sheriff's deputy husband of raping her recanted the allegations Tuesday, saying she lied to get back at him for being unfaithful.

``I was very angry at my husband,'' said the woman, whose name was ordered withheld by Los Angeles Municipal Court Judge Stephen Marcus.

Mintz, a 10-year Sheriff's Department veteran, is being held without bail on charges of raping his wife three times between January 1993 and May 1995, and raping a Calabasas woman in December 1995. He was assigned most recently to the department's Lost Hills station.

In September, the county agreed to pay a $100,000 settlement to the Calabasas woman who accused Mintz of raping her. He allegedly attacked her in her home while on duty Dec. 25, 1995, after asking to enter the residence on official business, prosecutors said.

The 4-0 approval by the committees sends the proposals to the City Council, which is expected to take them up next week.

Armed with the proposals, city officials would then try to complete negotiations with the Metropolitan Transportation Authority by mid-March, to allow a merger to take place by July 1.

City officials raised 27 issues of concern in the difficult, long-running negotiations, but Linda Bohlinger, the MTA's interim chief executive officer, said her agency assented to all but four of them, and of the remaining issues, ``none of them are deal-breakers.''
