 board today will take up a complex financial restructuring plan that says three mothballed rail lines need to be ``re-thought and re-justified'' but shows no way to finance them.

The plan, required by the federal government as a condition of unfreezing subway funding for a Red Line extension to North Hollywood, also says the agency faces huge deficits in its operations and bus capital programs, but can meet a federal consent decree to improve bus service.

The 129-page report was released late Friday, a move that angered Los Angeles County Supervisor Gloria Molina, who wrote a scathing letter complaining that the report's late arrival, with little warning or briefing, cut the board out of decision making.
