VAN NUYS - Police are investigating the death of a 2-month-old Van Nuys boy as a homicide based on the coroner's finding that the infant suffered ``forcible shaking,'' authorities said.

Etzel Dean Glass III died Saturday at Mission Community Hospital after he was taken there from his home. No one has been arrested in the case, originally attributed to sudden infant death syndrome sudden infant death syndrome (SIDS) or crib death, sudden, unexpected, and unexplained death of an apparently healthy infant under one year of age (usually between two weeks and eight months old). , said Detective Steve Bernard of the Valley child-abuse investigation team.

Bernard said investigators are trying to determine who was with the baby at the time of the injury. ``You never shake a baby - period,'' Bernard said. ``They just don't have the neck muscles.''

In his pocket, police said they found $800 from the holdup and a receipt from Thrifty tucked away in the loot. They found a gun and other evidence nearby, Demirjian said.

She currently represents the 47th Congressional District of California (map) in central Orange County. .

Bill Jones sent word to Dornan of Garden Grove that he will look into his allegations of fraud, including voting by illegal immigrants, lax ballot box security, registering at phony addresses and voting more than once in the same election.

``As a result of our review, we have now opened an official investigation of these specific allegations effective immediately,'' Jones said in a letter.

The Orange County Register reported that Dornan submitted a flier to Jones, bearing the name Hermandad Mexicana Nacional, which said those registering to vote or presenting proof of voting would be eligible to win a 1996 Camaro.

The Orange County District Attorney's Office has opened an inquiry into the allegation the raffle was an enticement.

``I believe that is not legal, even if it is done solely for a good purpose, such as encouraging participation,'' Deputy District Attorney Guy Ormes told the Register.

The immigration-rights group signed up 906 voters in Dornan's 46th Congressional District.

Juan Garcia, one of the center's directors, said the group has nothing to hide.

``Hermandad would not register anyone who is not a citizen,'' Garcia told the Register. ``We're very careful about that.''

A highway construction crew was moving the 66-foot beam near northbound lanes when the weight shifted, causing it to hit a second beam, which then struck scaffolding and spilled the debris onto the highway.

Northbound lanes were closed during the construction, but southbound lanes were open, said CHP Officer Georgia Hiehle.

``It's a freak accident,'' Department of Transportation spokeswoman Pat Reid told reporters at the scene. ``We take every precaution, and sometimes, with construction, unfortunate things do happen.''
