In a 3-0 vote, the 9th U.S. Circuit Court of Appeals held that officers can pull over bikers if they think riders' helmets are too small, but can't issue tickets unless cyclists know the helmets are illegal. The case arose out of claims by a loose coalition of bikers from San Diego, Orange, Los Angeles and Ventura counties who claimed the California Highway Patrol was selectively enforcing the helmet law.
