SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. - The Simi Valley City Council unanimously approved offering a $5,000 reward for information leading to the arrest and conviction of a serial rapist suspected in at least nine attacks in the past three years. Authorities said they believe the dark-haired suspect, who has attacked women in their midteens to late 20s, lives locally. He is described as white, in his mid-20s, about 5 feet 8 inches and 160 pounds. In offering the reward Monday night, the council also established a program that allows for future monetary incentives for people to come forward with information.
