Fake bomb causes traffic disruptions

NORTH HILLS - California Highway Patrol officers closed the northbound and southbound off-ramps at Roscoe Boulevard on the San Diego Freeway The San Diego Freeway (Interstate 405, and the part of Interstate 5 south of the El Toro Y[1]) is one of the principal north-south highways in Southern California, and the major beltway of I-5 running through Southern California.  after a device feared to be explosive was found Thursday, authorities said.

The device, which was later declared safe by a Los Angeles Police Department bomb squad, was at the northeast corner of Roscoe Boulevard and Orion Street, authorities said in a news release.

The device was found at about 12:30 p.m. Authorities closed off the surrounding area at 1:20 p.m. Soon northbound traffic on the San Diego Freeway was also stopped at Saticoy Street.

After the device was found to be safe, the freeway and off-ramps were reopened at 2:08 p.m.

Earlier, there was a 5-1/2-hour shutdown of the San Diego Freeway in the Torrance area when power lines were snagged by a construction crane boom.

SAN FERNANDO - San Fernando's city attorney Thursday released a report concluding that City Councilwoman Joanne Baltierrez received preferential treatment from the city in multiple extensions on overdue water bills.

City Attorney Arnoldo Beltran also found that Baltierrez had not asked for the extensions.

Using an unwritten policy that predates his tenure, Finance Director Steve Klotzsche exercised more discretion regarding delinquent accounts than is authorized by the city code, according to the report.

Beltran recommended the City Council instruct Klotzsche not to grant extensions to council members or city employees, except as provided in the ordinance, and give the staff directions on how to apply the billing procedures of the city's water rate ordinance.

Quake-safety work set for freeway

Portions of the Ventura Freeway will be closed from 8 p.m. to 5 a.m. for earthquake retrofitting, a Caltrans spokeswoman said.

The work will continue until Dec. 14.

The purpose of the closures is for work including installation of cable and pipe restrainers, spokeswoman Judy Reynolds said.

The first and second lanes, as well as the car-pool lane on the eastbound side of the freeway, will be closed from Patrician Way to Fair Oaks Avenue in the Eagle Rock-Pasadena area, she said.

The same three lanes will be closed on the westbound side, from Lake Avenue on the Foothill Freeway to Patrician Way, Reynolds said.
