BRIEFLY : MOM RELEASED IN ABUSE CASE.

PACOIMA - The mother of a 3-1/2-year-old girl who police say died from abuse has been questioned and released, and is not being considered a suspect in the case, a detective said Friday.

Concepcion Carrasco, 25, appeared in front of her apartment building around 9:30 p.m. Thursday, only hours after police announced they were searching for her in connection with Brenda Garcia's death.

Carrasco's boyfriend, Marco Santiago, was arrested on suspicion of murder, after paramedics and police were called to the 10820 block of Glenoaks Boulevard to investigate an 8-year-old girl's report that her sister was sick.

Police said Brenda's body was covered with bruises, and she appeared to have died as a result of abuse. Coroner's officials said an autopsy is pending.

responded to the location with an insufficient number of personnel to control the unruly crowd which was in fact their jurisdiction,'' the report adds.

Sheriff's Capt. Dick Odenthal said his West Hollywood station was told by federal officers on the morning of the demonstration that no problems were expected and that there were some delays in notifying the Sheriff's Department when violence broke out.

Since then, Odenthal has met with LAPD and federal officials to improve communications, and the department was out in force in August for a similar demonstration and was able to prevent a repeat of violence.
