BRIEFLY : MAN DECLARED VIOLENT SEX PREDATOR BY JURY.


VENTURA - A man with a history of mental illness and a long criminal record was declared a violent sexual predator The term sexual predator is used pejoratively to describe a person seen as obtaining or trying to obtain sexual contact with another person in a metaphorically predatory manner.  Tuesday and ordered confined to a state mental hospital for two years.

Although Herrera is not facing any criminal charges, prosecutors sought to keep him locked up under the state's 1996 Violent Sexual Predator Act. In 1996, Herrera became the first person in Ventura County to be declared a predator under the law.

Mediator to work on stalled union talks

VENTURA - A state negotiator will begin work today in trying to end a yearlong stalemate between the county and sheriff's deputies, whose employment contract expires Saturday.

Ventura County OKs 3-year union accord

VENTURA - The Board of Supervisors on Tuesday approved a new three-year contract with the county's largest employee union, marking completion of the first of eight contracts that have expired or will soon do so.

Service Employees International Union Local 998's 4,200 members will receive across-the-board 1 percent salary hikes this fiscal year and parity pay that eventually will put them in line with salary structures in other municipalities.

The contact expires June 27, 2001.

Barry Hammitt, Local 998's executive director, said many employees' salaries will not be in line with employees' of other cities and counties in Southern California by the end of the fiscal year, or June 30, 1999.
