A Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  panel recommended Tuesday that a moratorium be declared on new borrowing not tied to specific special taxes until a new debt policy is adopted by the city.

The council's Budget and Finance Committee sent the recommendation to the council amid hopes that a debt management policy can be developed and adopted before the city adopts the budget for the fiscal year beginning July 1.

``We need to continue to apply pressure to get a comprehensive policy on our debt,'' said Councilman Mike Feuer, who proposed the moratorium.

Asian men sought in `racist' burglary

WEST HILLS - Two men spray-painted ``white power'' racial graffiti during the burglary of a house, police said.

Night construction approved for arena

The Los Angeles Police Commission granted a nighttime construction permit Tuesday to the developers of a downtown sports arena so that the project can be sped up to open in October 1999 in time for the Democratic National Convention in 2000 and that year's Lakers basketball season.

VAN NUYS - A Van Nuys tagger twice convicted of graffiti vandalism in the past six weeks has been sentenced to 120 days in jail and barred from associating with fellow taggers, officials said Tuesday.

Doctor raising bail on abortion charges

A Studio City doctor was scheduled to be released on bail after pleading not guilty to felony charges stemming from an abortion that left a patient seriously injured, officials said Tuesday.

Dr. Gordon Sean Goei, 57, was scheduled to be released from the Men's Central Jail after posting $70,000 bail, sheriff's officials said.

Goei pleaded not guilty in Van Nuys Municipal Court on Monday to one count of practicing medicine without a license and one count of performing an illegal abortion. Both charges are felonies punishable by up to three years in prison, said Los Angeles County Deputy District Attorney Brian Kelberg.

The abortion was illegal because Goei was unlicensed, Kelberg said.
