At a meeting of the California Transportation Commission, Knox thanked the panel and Gov. Gray Davis for supporting improvements at the interchange. Because of that support, the project - which has not yet received final approval - could be completed 18 months ahead of original estimates, Knox said.

The lawmaker also said he is preparing legislation that would speed up state road construction.

The committee has held its first meeting and the next is tentatively scheduled for March 9.

Construction on the swimming lake is expected to be completed sometime this summer, with the boating lake finished in April. Initial plans call for a late August celebration.

 claimed a major victory Thursday in his continuing legal actions against the tobacco industry, with a court ruling ordering Philip Morris Inc. to turn over internal documents.

Superior Court Judge Peter Lichtman issued an order late Wednesday indicating he will appoint a special master to review the documents to determine whether any should not be turned over to Hahn's office as part of a suit accusing the tobacco industry of violating Proposition 65 requiring warnings of dangerous materials.

Speaker to discuss homeless solutions

PACOIMA - A University California, Los Angeles, specialist on the reasons more mentally ill people are becoming homeless is scheduled to speak Wednesday at the San Fernando Valley Homeless Coalition.

Dr. Stephen Seager, the author of the book ``Street Crazy: The Tragedy of the Homeless Mentally Ill,'' plans to discuss why many mentally ill people increasingly end up living on the street and will offer suggestions on what people can do to help.

The meeting is scheduled for 9:30 a.m. at the Pacoima Community Center, located at 11243 Glenoaks Blvd. Call John Horn at (818) 890-4034.

L.A. rally protests Kurd leader arrest

About 60 people protested the capture of Kurdish rebel leader Abdullah Ocalan on Thursday outside the Turkish consulate in Los Angeles.
