BRIEFLY : JUDGE SENTENCES MAN TO JAIL IN SEX ATTACKS.A Los Angeles man who spent a year as a fugitive was sentenced Wednesday to more than two years in jail for sex-related attacks on an elderly woman and two teen-age girls in the San Fernando Valley. Marill Watson, 34, was released from jail in September 1995, a day after he was convicted of child molestation, lewd conduct, lewd exposure and battery, authorities said. Watson was released by the Los Angeles County Sheriff's Department without posting his $500,000 bail and never returned for sentencing, according to Deputy City Attorney Elizabeth Barrera-Rena. He was arrested in Las Vegas on Sept. 27, and returned to Los Angeles authorities. On Wednesday, Watson pleaded no contest to a new charge of failing to appear in court, she said. Fleiss' state trial was scheduled to start Wednesday but both her attorneys and prosecutors agreed, without explanation in court, to delay the matter until Nov. 1. A jury convicted Fleiss of pandering last year but an appeals court overturned the conviction, citing jury misconduct. Fleiss is scheduled for sentencing in federal court Oct. 24. SOURCE: - Daily News City won't order study on new LAPD center WEST HILLS - City engineering officials have declared that a proposed Los Angeles Police Department communications facility at the old Hughes Aircraft Co. complex would pose no significant environmental threats, and will not require an environmental impact report. The Valley Communications Dispatch Center would be located on five acres in a southwestern portion of the former aerospace plant at Fallbrook Avenue and Roscoe Boulevard.
