BRIEFLY : HUMAN RIGHTS GROUP PRAISES LAPD CHIEF.


A report by the group Human Rights Watch brought a smile Tuesday to Los Angeles police Lt. Anthony Alba, chief spokesman for the LAPD 1. LAPD - Link Access Procedure on the D channel.

Tiger, man injured at wildlife center

ANGELES NATIONAL FOREST The Angeles National Forest (ANF) was established by executive order on December 20, 1892 as the San Gabriel Timberland Reserve. It covers over 2,600 km² (650,000 acres) and is located in the San Gabriel Mountains of Los Angeles County, just north of the metropolitan area of Los  - A maintenance worker and a 3-year-old tiger were injured Tuesday after they spooked one another at the 160-acre Wildlife Waystation that rehabilitates wild and exotic animals, officials said.

Council sets Valley meeting on sewers

Housing inspection program approved

In a new effort to prevent the deterioration of the city's housing stock, the Los Angeles City Council gave final approval Tuesday to a broad new apartment inspection program.

The program will be funded with payments of $12 a year from tenants and require that each rental unit in the city be inspected at least once every three years.

A special task force on slum housing had suggested the program as a way to identify and repair buildings that appear headed toward becoming slums, as well as enforce building codes. Mayor Richard Riordan, who will have to give final approval to the program, had included it in his budget for this year.

Man shot, robbed after car collision

SHERMAN OAKS - A 39-year-old Sherman Oaks man who stopped to talk to another motorist after a minor collision Tuesday was robbed and shot in the head by a passenger in the other car, police said.

The man, who was not identified to protect his safety, sustained a graze wound to the back of the head from a 9 mm bullet and was treated and released from Northridge Hospital Medical Center, said Los Angeles police Detective Keith Hunter of Van Nuys Division.

The shooting occurred about 12:12 a.m. on the Kester Avenue underpass of the Ventura Freeway, he said.

The man pulled over after his 1981 Honda Accord was rear-ended. As he was getting his insurance information, he heard a pop and fell to the ground, Hunter said.

Ventura Freeway lanes to be closed

Lanes will be closed on portions of the Ventura Freeway through western Los Angeles County several nights through Saturday because of road work.

The work, which began late Monday, will affect motorists through Calabasas, Woodland Hills, Westlake Village and Agoura Hills.

``This is considered an emergency job because of El Nino,'' said Jeanne Bonfilio, a spokeswoman for the state Department of Transportation. ``It's an emergency pavement and pothole pothole, in geology, cylindrical pit formed in the rocky channel of a turbulent stream. It is formed and enlarged by the abrading action of pebbles and cobbles that are carried by eddies, or circular water currents that move against the main current of a stream.  repair. . . . Because of the high amount of water that's been flowing, some repairs are needed.''

Northbound and southbound lanes will be closed from 10 p.m. to 5 a.m. today through Friday between Lost Hills and Lindero Canyon roads. From 10 p.m. Friday to 5 a.m. Saturday, four of the five southbound lanes will be closed between Topanga Canyon Boulevard and Canoga Avenue.
