Bureau statistics show that more than 20,000 people volunteered nearly 1 million hours to help the city of Los Angeles in 1996, and Mayor Richard Riordan will be on hand to see that the number of volunteers increases in coming years.

Thousands of opportunities to serve the city will be made available, including caring for animals for the Department of Animal Regulation, reading stories to children for the city libraries, mediating for the city attorney, and responding to emergency calls for the Fire and Police departments.

The festival will be from 10 a.m. to 4 p.m. at CSUN.

Bail denied to man held in cannon deal

An Idaho man accused of selling a 30 mm military cannon to undercover agents he thought were Colombian drug cartel members was ordered held without bail Friday pending trial.

U.S. Magistrate Judge Andrew Wistrich said Steven Picatti, who flies around the world buying and selling airplanes, ``poses a danger to the community'' and is a ``flight risk.'' Picatti, 53, is due back in court May 4 to be arraigned.

City promotes state of human relations

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  voted Friday to elevate the status of the city's Human Relations Commission to the level of a city department and grant it about $800,000 annually to operate, double what the commission previously had been allocated.

``This is a historic day,'' said City Councilman Mike Feuer, who proposed the change. ``By enacting this legislation we elevate the status of our city's efforts to improve race and human relations in Los Angeles.''

The expanded responsibilities of the commission include proposing legislation, investigating human relations problems and advising other city departments on human relations issues.

New leader named for animals agency

Dan C. Knapp, former head of the Humane Society of Sonoma County, has been hired as general manager of the Los Angeles Department of Animal Regulation, Mayor Richard Riordan said Friday.

Knapp replaces acting general manager Sharon Morris, who has been appointed executive director of the newly formed Department of Disability.

Knapp was executive director of the Humane Society of Sonoma County for nine years. Riordan said he restored the organization to fiscal health through use of volunteers, among other things.

Mission College has child care funding

Mission College recently received a $503,000 state grant to create a network of child care providers for low-income families, particularly those with children too young to enroll in most preschool programs.

The Sylmar junior college has used the funds to start the Family Child Care Homes Network, consisting of 24 licensed providers in neighborhoods like Sylmar, San Fernando, Panorama City, North Hills, Mission Hills and Van Nuys.

Working parents or students with children ages 2 and under are eligible for the service.

The grant will pay for 72 children to stay in licensed child care homes for three years, as well as cover the cost of 60 days of child care for parents looking for work.

Former officer gets sentenced to prison

A former Los Angeles police officer, who pleaded guilty to charges of stealing money from a crime scene and weapons from his fellow officers, was sentenced Friday to 16 months in state prison.
