BRIEFLY : DEAD CHILD'S SIBLINGS PUT IN FOSTER CARE.


PANORAMA CITY - The four surviving siblings siblings npl (formal) → frères et sœurs mpl (de mêmes parents)  of a 6-year-old Panorama City girl who died in an apartment fire last week have been placed with relatives, authorities said Friday.

Neil Rincover, spokesman for the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Department of Children and Family Services, said investigators suspect ``neglect may have led to the death of the little girl.''

``They were apparently left alone or at least left with someone who wasn't able to care for them when this fire occurred and the child died,'' Rincover said. ``Our staff did an investigation of conditions in the home and determined that, at least temporarily, the children should be moved somewhere else.''

A judge will determine sometime next month whether the children, ages 3 to 10, should be returned to their parents or placed elsewhere.

The fire on July 9 in the 8800 block of Willis Avenue started when Kenee Williams' 8-year-old brother was playing with matches.

Pacoima man held in '98 fatal shooting

NORTHRIDGE - Los Angeles police detectives arrested a Pacoima man Friday on suspicion of killing another Pacoima man in May 1998, authorities said.

, 24, was arrested in connection with the unsolved murder of Francisco Ulloa, 25, after several witnesses identified Ortiz as one of two men who shot Ulloa, said Sgt. Mark Aragon of the Foothill Division.

``They were scared before, decided to come forward and were re-interviewed,'' Aragon said of the witnesses.

Ortiz was arrested after officers stopped his car at 2:30 p.m. Friday in Northridge. He was booked into the Foothill jail with bail of $1.5 million, Aragon said.

Ulloa was shot to death May 6, 1998, while stepping from a parked car in the 13600 block of Carl Street in Pacoima. Police suspect the attack was gang-related.

Nine-year-old struck by car in Van Nuys

VAN NUYS - A 9-year-old girl walking with a crossing guard was struck by a car and seriously injured in·jure

Wells is one of six Assembly members for South Down.

The injured child was taken by a city Fire Department helicopter to Childrens Hospital Los Angeles. The extent of her injuries was not known.

Taking effect Monday, temporary ``No Parking'' signs have been posted along Topanga Canyon Boulevard in preparation for road repairs between Sherman Way and Nordhoff Street.

Until July 23, there will be no parking on Topanga from 6 a.m. to 6 p.m. and only one lane of traffic will be open between 9 a.m. and 3 p.m. on those days.

Driveways, sidewalks, curbs and gutters will be repaired in the cities of Woodland Hills, Canoga Park and Chatsworth at the 118 Freeway. The entire project is estimated to be completed in February 2000.
