Knabe introduced a motion Tuesday calling for the county to reduce the amount of Proposition E by $6 million. That's an 11 percent cut from the $51.7 million approved by voters. Knabe said the $6 million should be cut out because Gov. Pete Wilson signed AB 1589, which allowed the return of property taxes previously diverted to the state. ``When we went to the voters last June asking for the support of Proposition E, I made a pledge that if there was any new revenue for the Fire District that we would return it to the taxpayers,'' Knabe said. The board will vote on the matter Tuesday. ?13- Daily News Board OKs laying pipeline in Valley A company seeking to build a 132-mile oil pipeline from Kern County to the Wilmington refineries was given permission Tuesday to start construction on the leg through the San Fernando Valley. The Board of Supervisors voted to allow Pacific Pipeline Systems Inc. to start construction on the stretch that will run through Valencia, Santa Clarita, San Fernando, Burbank and Glendale. The pipeline is set to run alongside San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. It starts off in Castaic as The Old Road, passing through Santa Clarita and the Newhall Pass, where upon its intersection with Sierra Highway near the junction of the Golden State (I-5) and the through the Valley. The board delayed approving the stretch that will run through the southern part of the county, at the request of Supervisor Yvonne Brathwaite Burke. Burke said she wanted the delay because of concerns that the pipeline is too close to homes in her district. Pacific Pipeline Systems Inc. had pushed for the approval, saying delays were costing it $14,000 a week.
