The proposal by Councilman Richard Alarcon, adopted on an 11-0 vote, also expands the Airport Department's environmental study to include areas beyond the airport, such as the 101-405 interchange in the San Fernando Valley San Fernando Valley

Alarcon said he and others are concerned that the $12 billion expansion will back traffic up so far that it could impact the San Fernando Valley.

Under preliminary plans, the airport's capacity would grow to nearly double the amount of passengers, to 100 million a year, and triple cargo capacity.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  voted Friday to study the feasibility of turning the Department of Water and Power's headquarters building for the San Fernando Valley into a new police station.

The DWP may be willing to sell or lease the building as part of its downsizing (1) Converting mainframe and mini-based systems to client/server LANs.

Despite opposition from one DWP worker, who warned that the agency would not likely get what the building is worth from the Police Department, council members directed City Administrative Officer Keith Comrie to review whether the building can be used by the LAPD.

``This is just sending it to a department to look into the feasibility of it,'' said Council President John Ferraro John Ferraro (May 14 1924—April 17 2001) served as a Los Angeles City Councilman from 1966 until his death. Early life

Man who didn't pay convicted anyway

A Glendale man who claimed he is a ``sovereign citizen'' was convicted Friday on six federal counts for failing to pay nearly $25,000 in income taxes.

The jury took less than an hour to convict Francis A. Marafino Jr., who acted as his own lawyer during the four-day trial.

Earlier, Marafino told the panel: ``It is my beliefs that are on trial. If I didn't have these beliefs, we wouldn't be here today.''

But Assistant U.S. Attorney Paul Stern said Marafino ``just doesn't want to pay taxes and now is in a search of a theory to back it up.''

Settlement finds woman in Mexico

A 25-year-old woman received a letter at her home in Mexico informing her that a bank account with $150,000 had been opened in her name. She had to scrape together money just to call the bank from a pay phone.

Angelica Placencia of Ixlan, Mexico, doesn't have to worry about expensive phone calls anymore.

She and her godmother arrived Friday in Los Angeles to claim the account at East West Bank, said Kelly Adams, the bank's vice president for corporate communications.

The money was part of a legal settlement with a hospital 15 years ago, Adams said. Placencia, who speaks no English, was 10 years old when her mother died in surgery and the court ordered the money from the lawsuit held in trust.

Placencia had not been told of the money before, Adams said.
