The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  ordered an investigation Friday of how and why the city hired former Associate Attorney General Webster Hubbell Webster Lee Hubbell (born 1949), known as Webster L. Hubbell and Webb Hubbell, was an Arkansas lawyer and politician. He was a lawyer in Pulaski County before serving as Mayor of Little Rock from 1979 until he resigned in 1981.  to lobby federal officials for approval to transfer $58 million from the Airports Department to the city general fund.

Three months before he pleaded guilty in December 1994, Hubbell was hired by the city Airports Department to advise Airport Commission President Ted Stein and lobby federal officials on the transfer of funds. The transfer was allowed and Hubbell was paid $24,750 by the city.

However, City Controller Rick Tuttle Rick Tuttle (born 1940) was Los Angeles City Controller from 1985 to 2001. He stressed the importance of creating a strong democratic influence at UCLA, which was in his words "the best large public university in a major city.  challenged the payments, saying Hubbell had failed to adequately document his contacts with federal officials on behalf of the city.

Councilwoman Ruth Galanter said that if the controller finds problems with the contract, the council may hold hearings to determine the circumstances of Hubbell's hiring.

Riordan's company bankrolling drive

An investment company involving Mayor Richard Riordan loaned and contributed all $250,000 raised by a charter reform initiative campaign through September, according to a campaign finance statement filed with the city Ethics Commission.

Riordan, Lewis and Haden loaned $200,000 and contributed $50,000 to Citizens to Turn L.A. Around, which paid $182,991 to a professional signature-gathering firm to help it fill petitions to qualify an initiative to create an elected charter reform panel.

Rick Taylor, a political consultant on the campaign, said that in the month since the filing-period ended, about 2,000 other people have contributed to the campaign.

A campaign finance statement filed this week by the separate campaign committee L.A. For Kids indicates $56,245 has been raised in a campaign for Referendum Ordinance K on Tuesday`s ballot, which would create an assessment to pay for city parks improvements.
