BRIEFLY : CITY COUNCIL APPROVES `DAYS OF DIALOGUE'.


The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  voted Wednesday to approve the ``Days of Dialogue on Race Relations'' to begin today, in which city residents will be encouraged to gather at 60 locations to discuss ways to reduce racial tension.

Guest slain after dispute over salad

ACTON - A 41-year-old Acton man was arrested after fatally shooting a house guest after a fight over whether to put vinegar on a salad, sheriff's officials said.

 had beaten him up Tuesday afternoon after complaining because Panda put vinegar on their dinner salad.

Four hours later the men were sitting in the living room when Panda suddenly stood and shot Gibbs, Los Angeles County sheriff's homicide detective Sgt. Ken Gallatin said.

``They'd been friends for 10 years. Finally everything came to a head over some silly thing like putting vinegar on a salad,'' Gallatin said.

Panda was jailed Wednesday at the Lancaster sheriff's station on suspicion of murder in lieu of a $1 million bail.

Doctor sues county, calls remarks slander

A doctor who checked a 4-year-old girl for signs of rape sued Los Angeles County and the Sheriff's Department on Wednesday, claiming a detective made slanderous statements about her to the media.

Plaintiff Christine Daniel contends Detective David Fletcher falsely stated she refused treatment to the girl, whose 12-year-old cousin was accused of raping her in August.

Council OKs putting measure on ballot

The City Council voted final approval Wednesday to placing a measure on the April 8 ballot that would lift the limit on contributions to political officeholder of·fice·hold·er

State voters in November approved Proposition 208, which set new rules for the accounts maintained by elected officials, including a $100 per person contribution limit, but allowed local voters to overturn the rules.

Although there was no discussion of the issue Wednesday before the vote, council members have argued previously that the limits will unreasonably limit their ability to communicate with constituents through mailers paid for by officeholder accounts.

The council vote to put the measure on the ballot was 12-3, with Council members Laura Chick, Joel Wachs and Mike Feuer opposing the measure.
