Kenneth Mead, inspector general of the U.S. Department of Transportation, said the county's transit agency still faces ``major risks'' from financial uncertainties and recommended that lawmakers make sure sufficient funds are allocated to complete a subway to North Hollywood and implement court-ordered bus system improvements.

Although the MTA still faces a projected $660 million shortfall in the next few years, MTA Chief Executive Officer Julian Burke said a new, multiyear federal transportation funding bill should reduce it by a ``substantial amount.''
