NORTH HILLS - A man walking across Sepulveda Boulevard south of Parthenia Street was hit Tuesday night by a car that then left the scene, Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  police said.

The victim carried no identification. Police hope to gain more by interviewing the man after he has recovered enough from his injuries, said Detective Lydia Dillard of the Los Angeles Police Department's Valley Traffic Division.

The victim was walking across the northbound lanes of the wide boulevard about 9:50 p.m. when the car hit him.

City Council seeks advisory appointees

The Burbank City Council is accepting applications for unpaid positions on a city advisory committee and a regional aviation task force.

The council hopes to make 16 appointments to the city's Hillside Area Citizen Advisory Committee and one appointment to the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  Southern California Task Force. All applicants must be Burbank residents.

Applications for the advisory committee will be accepted through Dec. 14.

Task force applications must be submitted by Monday.

The committee will work with city staff and a traffic consulting firm to formulate a neighborhood protection plan.

The task force will seek to balance the needs of Southern California communities with those of pilots and the FAA.

Interested applicants can go to the the City Clerk's Office at Burbank City Hall, 275 East Olive Ave.

Telemarketer fined for not registering

A Woodland Hills firm that sold investments in Holo-World entertainment centers was ordered Wednesday to pay $8,100 in fines and penalties for failing to register with the state as a telemarketer.

Softnet Venture Capital Inc. pleaded no contest to one count of failing to register with the state Department of Justice as a telemarketer, said Deputy City Attorney Mark Lambert.

Los Angeles Municipal Court Commissioner Kristi Lousteau placed the company on unsupervised probation for three years. She also ordered Softnet's sister company, Holo-World Inc., to register as a telemarketer and put up a $100,000 bond as required under consumer protection law, the prosecutor said.

Chick seeks better contractor records

A Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  panel asked city analysts Wednesday to explore the feasibility of creating a database on city contractors that could be used to keep work away from poor performers.

Councilwoman Laura Chick, a member of the council's Government Efficiency Committee, said her proposal could save the city money and grief by helping to identify contractors who frequently go over budget and miss deadlines on city projects.

Chick made the proposal after the Parks Commission awarded a construction contract to a firm that had been charged with criminally bilking the city for work never done on a previous contract.

High court to review panhandlers' rights

At a federal court's request, the state Supreme Court agreed Wednesday to examine free-speech issues raised in a challenge to an anti-begging ordinance in Los Angeles.

The 1997 ordinance would outlaw begging near automated teller machines automated teller machine (ATM), device used by bank customers to process account transactions. Typically, a user inserts into the ATM a special plastic card that is encoded with information on a magnetic strip.  or aggressively anywhere.
