BRIEFLY : CANOGA PARK BOY'S DEATH INVESTIGATED.


CANOGA PARK - Detectives from the Los Angeles Police Department's abused child unit are investigating the Thursday morning death of a 4-month-old boy, law enforcement officials said.

At 6:30 a.m., officers from the West Valley station were called to the 20400 block of Saticoy Street, where they were met by ambulance personnel who said the boy died of an ``undetermined cause,'' said LAPD 1. LAPD - Link Access Procedure on the D channel.

``The infant was with his father, who initially called the Police Department after his baby wasn't breathing,'' Lee said.

Lee said the coroner has not yet determined the cause of death.

Bacteria discovery prompts milk recall

SACRAMENTO - State Health Director Kim Belshe ordered a recall Thursday of Stueve's Natural Certified Raw Milk after salmonella bacteria was detected in laboratory tests.

The recall covers both whole and nonfat milk with code numbers Jan 29E, Jan 31E, Feb 01E, Feb 04E, Feb 05E and raw all-purpose cream with code number Feb 02E. Belshe said the products were distributed statewide.

Salmonella can cause diarrhea, fever and other symptoms, and can be serious for the elderly, infants and persons in poor health.

 delays layoffs until judge is ready

The Department of Water and Power said Thursday it would push back plans to lay off 2,000 workers for one month to give a Superior Court judge time to decide if the staff reduction should proceed.

The DWP had planned to begin the layoffs Monday, but attorneys for the agency promised the cutbacks would be delayed at least until March 2 as Superior Court Judge Kurt Lewin studies arguments submitted by the utility and an attorney for the Engineers and Architects Association, the union to be hit hardest with the layoffs.

``It was a surprise to us, and we're happy to see that we have at least another month on this,'' said Marc Siegel, a spokesman for the union.

However, DWP officials indicated they will go ahead with plans to send out notices to workers that they will be subject to layoffs.

The DWP has said the layoffs are needed to help pay off $4.5 billion of its debt and prepare the utility for deregulation Deregulation

 vice chancellor has been appointed to one of two groups trying to rewrite Los Angeles' City Charter.

Charles Z. Wilson Jr. was named the newest member of the charter reform commission appointed by the City Council, the commission announced Thursday. He was picked by Councilman Mark Ridley-Thomas to replace the late commissioner Kenneth Thomas.

Wilson is president and chief executive officer of Wave Community Newspapers and formerly served as vice chancellor of academic programs at the University of California, Los Angeles UCLA comprises the College of Letters and Science (the primary undergraduate college), seven professional schools, and five professional Health Science schools. Since 2001, UCLA has enrolled over 33,000 total students, and that number is steadily rising. , for 14 years.

Interim chancellor to run city colleges

The appointment was announced Wednesday at a regular board meeting.

Heinselman replaces outgoing Chancellor Bill Segura, who resigned after 17 months as the head of the district, citing pressure to reform the district with too few resources and too many constituents.

Segura will start his new job as chancellor of the Texas State Technical Community College system in Waco on Feb. 1, the same time Heinselman will officially take over the top post at LACCD LACCD Los Angeles Community College District .

A district's spokesman Thursday said a search to appoint a permanent chancellor could take about 18 months.
