BRIEFLY : CANDIDATES FORUM SCHEDULED TONIGHT.Candidates for the Burbank City Council election will appear tonight at a forum sponsored by the Burbank Chamber of Commerce and the Daily News' Glendale-Burbank edition. The forum is scheduled for 7 to 9 p.m. at the Hilton Burbank Airport Convention Center, 2500 Hollywood Way. Seven candidates are running for two seats in the primary election on Feb. 23.
