BRIEFLY : CANDIDATES FORUM SCHEDULED TONIGHT.Candidates for the Burbank City Council election will appear tonight at a forum sponsored by the Burbank Chamber of Commerce and the Daily News' Glendale-Burbank edition. The forum is scheduled for 7 to 9 p.m. at the Hilton Burbank Airport Convention Center, 2500 Hollywood Way. Seven candidates are running for two seats in the primary election on Feb. 23. Chamber President Gary Olson will be moderator of the forum, and Ron Kaye, managing editor of the Daily News will serve as a panelist, along with Will Rogers of the Burbank Leader and Cheryl Williams-Khoury, president of Affordable Benefit Administrators. Anthony Paul Bingham, 28, is scheduled to return to Burbank Municipal Court on March 22 to set a preliminary hearing date.
