BRIEFLY : BUSINESS GROUP WILL BACK NEW CHARTER.

The United Chambers of Commerce of the San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
voted by a narrow margin Wednesday to endorse a proposed new City Charter on the June 8 ballot as well as a proposal to expand the City Council from 15 to 25 members.

The 15-13 vote represents a sharp turnabout for the group, which in April had voted to oppose the measure, Proposition 1.

``This vote is a narrow victory for those who believe that while this proposed charter does far less than our members hoped for initially, it still represents some improvement over the current dysfunctional system,'' chairman Ross Hopkins said.

On Tuesday night, the Studio City Residents Association also voted to back the measure.
