City eyes author-artist tax

The City Council ordered a study Tuesday to determine whether to write off taxes being sought from authors and artists under a new ordinance that legalized home-based businesses in Los Angeles.

Councilwoman Laura Chick has heard concerns from home-based writers and artists that their activity is covered by constitutional ``free speech'' protections and therefore should be protected from business taxes required in the ordinance.

The council asked the city administrative officer to survey how other cities tax writers and artists, and determine whether those home-based activities should be exempt from the business tax required of others.

Airport ponders jet noise

BURBANK - Burbank Airport officials announced Tuesday they have hired consultants to study jet noise, which has been the biggest source of complaints from Burbank residents about the facility.

Airport officials said they hired Coffman & Associates to complete what is known as a Part 150 study, a review that is periodically required by the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control .

``We monitor current noise levels and look at prior recommended mitigation measures to make sure the subject airport, pilots and cities are doing all they can reasonably do to reduce noise,'' said Mark Johnson Mark Johnson may refer to: Academics and scientists

Police bias unit gets boss

A former Los Angeles Police Commission grievance investigator will head the panel's newly formed discrimination unit, officials said Tuesday.

Karen Jenney, who worked for the civilian panel from July 1992 to October 1994, will take over the Discrimination Complaint Investigation Unit in late June or early July. The unit will investigate allegations of racial, age, sexual, religious and gender discrimination.

``I view this as a place where sworn personnel and civilians can come and get a fair and objective investigation on any complaints that they have,'' Jenney said. ``This unit will be something that will make the department proud, and the city.''
