Officials will plot strategy for SOAR

VENTURA - County supervisors will meet in coming weeks with city officials across the county to discuss putting in place the SOAR measures approved by voters last fall.

Issues will include possibly setting up a conservation district that would use tax dollars to purchase development rights from landowners and finding ways to create and protect greenbelts.

The supervisors may also call on cities to help fund a countywide survey of urban boundary lines, and to contribute staff time to help enact the initiative.

``Our approach is going to be to discuss all of these matters with them,'' Schillo said.

Letters were scheduled to go out this week to Thousand Oaks and Ojai officials to arrange the first round of meetings, authorities said.

Voters in most cities across the county approved SOAR initiatives in the fall, calling for limits on development. And voters approved a countywide companion measure that served as an advisory vote on open space preservation.
